    CAltrans pulled a fast one sneaking through Phase I, without due process for public review.
    The Approved Plan Lowers the Road at Rosewarnes Underpass for more vertical clearance (Clearly not Safety related, but for BIGGER taller Truck loads), This and filling creek by 22 ft wide new lane, WILL CAUSE THE ROAD to CLOSE MORE OFTEN and FOR LONGER PERIODS due to Flooding from smaller rain storms. The road floods here seasonally already, but not often and not for long. By Putting the ROAD where the CREEK IS and Lowering the ROAD for Larger Higher Trucks, WATER will be ON the Road, CALTRANS is WASTING OUR MONEY trying to ‘Engineer a solution” to what if it exist would be an Enforcement problem. STOP PHASE 1, tell your state representative, and the Governer how to Save the $10 million.
